Evaluate strategic options and general capabilities of larger armies, e.g. speed, defensibility of positions, etc.
Used when resolving large battles.

Tactics

Cost Next Level:NEL x 10
Maximum EL:(I+W+Em)/15

Ability to lead small forces in combat.
Evaluate small-unit tactical options and strengths of standard military forces.
Knowledge of relative strength/weaknesses of various weapon types, if skilled in those weapons.
Used for resolving small scale mass combats or a part of larger battle, e.g. a flank attack.

Leadership

Cost to Learn:50
Cost Next Level:NEL x 10
Maximum EL:(W+E+Em)/15

Ability to inspire others, troops in particular, to greater efforts.
Gains a Reputation Rating.
Used to increase troop morale before and during battle.
Used to rally routing or demoralized forces.
