Raban just stares in shock once the stampede of humanity is past.
How can both sides be right and wrong? Being a Mage is no real crime, it
is how it is used that should determine that. But here they would have
executed the innocent children because of the parents. Yet to save those
innocents the parents die while killing those in the crowds whose only
crime was to watch? To kill so recklessly just for a distraction is the
act of a Monster or perhaps someone of Chaos who uncaring is still a
Monster for such an act! Their actions just prove to the people that
magic is evil as they do not see any good use when such horror covers it
up. Fought this way such atrocities will never end. Were the others
right, was an easy death for the children better than a rescue when such
methods are used?
Raban realizes now that his own attempt to save the children would
likely have gone as poorly. Would it have been right to hurt or kill all
the guards or stupid people who tried to prevent it? Their punishment
was wrong but here there seems to be no right anymore.
Worse, they were expecting such actions. The whole thing was bait
to draw in more! So were the ones watching from the edges, for or
against magic? Were they watching to find new recruits or to mark those
who were not opposed to magic users? Obviously it was both! They watch
to determine friends or foes to come. To recruit aid for the resistance
as well as new people in horror of magic who will become fanatics to
eradicate it. These 'mages' could not have done things worse for their
cause, do they not understand that?

Hearing the woman crying for his help, Raban turns and looks down
at her with tears in his eyes, "No, you do not want my help. Katai may
be beyond anyone's help because it does not believe in what is real.
This is the reality. If you try to kill someone, they may be able to
defend themselves and strike back. The ones you kill that do not resist
were the ones who could have saved you. Now you face the ones who will
fight and that will occur much more often, it may even become a war as
you have been killing the ones who would have stopped them. I am sorry
for all of you, all of Katai, as it is Katai's own doing that has caused
this."

Following that, he turns and looks for Fremea, this place is a
trap, all who tend to others will be watched.
"Lin Mong, we must leave. This place is not safe for anyone."

<A bit too much drama queen? This was a bad scene for Poor Raban,
nothing he could do would improve things. Even healing someone would
only get them killed later as being 'Tainted'
