[PnP] Multiplier Increase Option

The only ones to get a multiplier higher than four are those races that 
already get the multiplier higher than four in those attributes (Dwarves 
in C, Sidh and Humans in Ap if GM allows any change in that attribute). 
The optional rule as I wrote it still has the racial maximum to 
attribute multipliers, it just allows one to improve past the starting 
multipliers towards that racial maximum with a lot of xp devoted towards 
that improvement.
