[PnP] High EL Speed spell

The Speed spell allows movement to be increased by EL+1 being added to 
the PMR. It has a limit of the maximum speed being 4 x PMR. If a 
character has a PMR chart of 2/2/2/2; 3/3/3/3 or 4/4/4/4 this presents 
no confusion. But conceivably an interpretation problem may arise when a 
character's PMR chart varies, as for example 3/3/3/2.

Is the maximum going to be 12/12/12/8? No.

As GM I would rule that the MR is what sets the limit, not the PMR. Thus 
3/3/3/2 having a MR of 11 would have a maximum MR of 44 using a Speed EL 
of 8+. The resulting PMR would be 11/11/11/11.

Effectively what the Speed spell is doing is increasing MR by 4x(EL+1) 
and the resulting PMR is recalculated. This avoids the potential problem 
of large variation in speed of maximum movement in different phases 
during a turn.
