[pnpgm] Kiet and actions

Scott - You handled Kiet just right...cast the spell and toss the rope. Intent is to trip them up as opposed to strangling them (I don't think that's the intent of the rule/spell...but tying them up is). That way anybody attacking them might get a bonus to hit or the Vong might get a minus to hit or even on damage (since they can't get leverage to 'cause' damage).
