[pnpgm] Update 31 out

It is on my site.
But looks like sme oddball character of formatting or ascii in teh update.
So the list rejects it.
To th elist it may not look like a pure text file?
So ignore any cut posts of the update please.
Once i figure out what section probably Recap will post the edited full update.
So ignore the next bunch of tests.
