[pnpgm] Halt!

When the Tuskers get close Rocky will stand out in front of the party. With
arbalest in his off hand he will hold up a hand to signal Halt! to the
approaching Tuskers.

If they don't halt he will shoot the closest at the last second, dodge and
ready shield and bastard sword.

If they do halt he will simply say "Trade?"
