[pnpgm] necklace

Seeing that no one had claimed the use of the Language Necklace thus far
this day, Z'leyra takes the necklace and, knowing that Arawn and Fremea
already had used it to learn Kameri, hands it to Kell or Kiet (whichever is
closer). She suggests that he use it to learn Kameri and will give him
quick instructions in how to use it.
