Will is thinking to himself about the message being pass about the captive
wizard.

 What if...
what if the bounty system of Katai has spread to other areas with similar
views on magic.  Then perhaps those caught if they prefer to live are
enslaved and forced to hunt down and kill other magic users, those of
special abilities or of Fey heritage.

Will the group decide to rescue him if not then will he join the bounty
hunters.  If so then it would be a mercy, if this mage is not brave enough
to due the honorable thing and choose death over enslavement and worse the
forced extermination of fellow magic users, for  someone (one small and
stealthy perhaps) to  quietly slit his throat.
