[pnpgm] Game Update #22 - File #232 - Caladan insults Uli

Ben'Dar moves down near the horses and stands gaurd next to Tef'wo.  He will
allow the sailors to inspect Tef'wo if they are respectful, but if they in
any way abuse the horse or try to remove its magical collar, the fight will
begin.  :-)
