To reiterate the oft spoken praise of PnP, this game is very open to GM
modification and does a good job of maintaining game balance that way.
The magic system overall is incredibly powerful. Spells range from
"Comfy Chairs" to "Instant Death! (insert sinister laugh here (tm))."
I didn't often play in Perilous Lands, and in most of my worlds, mages
of any stripe were given plenty of room. Even those that practiced
"Godly" magic were considered fickle and potentially dangerous. Made
anyone playing the "Sun-shy" even more worrisome.<br>

What this all comes down to is, "Yes, that is a powerful spell,
munchkin, now go away!" I always pictured most of the Sidh spells as
personal and protective, often used in revenge, type spells. You
didn't want to be hit with Elf-Shot, because of what those "Fearsome,
conniving, tricky, deviant, shadow folk might do to you afterward
(followed by a crossing or other holy motion)." This does not mean
that they wouldn't be used by adventurers to their best advantage, just
that it would cause their ancestors anguish in thier callous use of
such revered magics!<br>

So, I guess my point is, like everyone elses, its often a GMs call, and
although I do like most of the EL limitations that have been discussed,
I see these spells particularly as personal and to be used against
enemies. Not merely your own, but those of the people (such as the
Kotothi!)<br>

It probably depends on how you view magic. I suppose that, in grey
terms, there is no reason why a Sidh magician could not dedicate a bow
and X arrows to go with it and then had it to some peon, then go off
and make another set. I always viewed Sidh magic as more "personal",
used and cared for as an ally and companion, not something to be used
and discarded. In such cases I would have the effect wear off after a
while, perhaps draining an EL a month or so, slowly withering and
fading under the hands of a foreign master. Under the hands of the
one who cast it, it would last forever, always ready and loyal.
But as a short answer, yes, if a sidh magician did do the work and
hand the bow to an ally (player or NPC) the primary casting work is
done and all the user needs to do is shoot it.
I have to admit that our local group has gone "off the reservation"
and are now running in the P&P world with a more streamlined system
(*gasp!*) that I have developed. The intent of the change over was to
streamline the mechanics so we could get to the meat of the story, but
still retain the feel of P&P. Of course as a result, players are a
bit more susceptible. Yes, they can still mow down the mooks, just
like the current rules, but it's now possible for things to actually
harm them (High OCV and DCV sucks for game balance). Elf shot was one
of those problematic spells to convert.
There are others that can be potential scenario-crackers...sleep mist
can often be a pain in terms of situation, and insubstantiability is a
true bugger. Insub was the reason I added the rule change for
"ceremony" spells that take longer than phases to complete.
