[PnP] Elf Shot questions

Keep in mind that v 1.3 includes our house rules. This is one of them to
tone down Elf Shot. The original rule indeed requires rolls (plus 10
mana) only at dedication, and only mana expenditure when the shot is taken.
In this way it is a powerful spell.
The EL+1 arrows limit is a v2.0 addition.

So Arrows can be done anytime and last as well. The actual elf shot is cast for each dedication if I recall. Honestly been awhile since we used it here. Some have argued time limits for it.
