Here is my 10.  Just did some rough notes and comments based on the culture
book info.  Based on the notes I figure the info needed.  Hope it gives us a
start.  The real person that would know this stuff is of course Richard since
he created
the PL. :)



TEOS                                                            
   Like: Jewler's heaven, Like Strangers
   Religon: Law, Enki, High Priest
   Government: Theocratic Monarchy 
   Allies: Vahear, Kingdom of East, Trade ties with Tiansar/Koi'ian
   Enemy: Cerulean Empire

   Notes: Due to Gem trade Jewelers would be welcome here.  They
     like strangers thus would like non-humans as I see it.  They
     have priests so may lean more to tolerate magic.

   Magic: Neutral to Tolerate
   Non-Humans: Neutral to Welcome

THALIBA
  Empire
   Notes: Feudalism, practic Mystical sciences, consider them to be
     a superior race, Porta has many cultures, Society of Light
     have trained Magic-users, Road tariffs, freedom of religion,
     Law oriented, limited tolerance of outsiders.
   Ally:  Marentia, Confdederacy,   Porta limited criminal allies
   Enemy: Clima, Confederacy hates porta

  Tribes: 
    Notes: Law oriented leaning to Shamanism
    Ally: Some travellers allowed, mountain tribes-no allies
    Enemy: Zen'da


   Magic: Tolerated, though may be in secret (Have MUs in culture)
   Non-Humans: Limited tolerance on Road (if can pay tariff)
          Porta tolerates all cultures it seems.

TICASI
   Notes: Renown for scholars and areas of learning world wide, No
     public weapons seen, has curfew in cities.  Law oriented,
     freedom of religion except the evil arts.
                                                                
     "Some things that are major crimes in Ticasi are murder, carrying
      a concealed weapon, excessive slovenliness (after multiple
      offenses) and the performance of "dirty" rites of magic
      (Necromancy, Death, Disease or Plague spells, etc)."

     Query: What is slovenliness? :)

     Allies: Donara (Tribute), Shiben, Salaq
     Enemy:  Chiros, Clima, evil magicians, Hate pirates

     Magic: Accepted culture wide except evil arts including magic schools
     Non-humans: Accepted (based on the languages listed alone).

THE TIMBAZA
    Notes: Peaceful fishermen, have shamans.
    Ally: None
    Enemy: Neighbors, Kakana and Ghazai slavers.

    Based on the limited information they seem friendly so would probably
    allow non-humans.  As far as magic unknown but I'd say shamans are
    acceptable.

    Magic: Shamanism, unknown on other magics but probably would tolerate.
    Non-humans: Tolerate.

TREAUS
  Notes: Monarchy, history with the Elf Sidh, close ties to the Sidh
    and other races.  Worship Elder gods.  Friendly to strangers.
    They have no crime.

  Allies: None
  Enemies: A'Korchu and Dirllar

  Magic: Sidh magics seem accepted.  Other magics unsure but probably.
  Non-Humans: Accepted.

VALHEIM
   Notes: The Norgal Miracle involved magic to protect the main
     city/fortress.  They are isolationlists.

   Allies: Assiran, friendly relations with the Kameran.
   Enemies: None
                                                                
   Magic: Neutral, it is in their past but hard to tell if they would accept
   Non-Humans: Neutral, as long as the strangers don't threaten.

   Based on what I read.  Most outsiders do not know the trut people so
   I'm not sure if most non-humans would be welcome here or not.

THE VASSA
   Notes: Peacful hunters. Peace Chif is a clan shaman.
   Allies: None
   Enemies: raided by neighbors.

   Magic: Shamans seem acceptable, Neutral to other forms
   Non-humans: Neutral (no comment either way in culture book).

ZARUN

   Notes: Agricultural land, freedom of all religion except Chaos
     practices.  "They fear magic-users."  Democracy.  No taxes!

   Allies: Alliance with the Confederacy.
   Enemies: Iravoy, Clima, Great Lich.

   Magic: Fearful of Magic.  Thus would say MUs beware.
   Non-Humans: Neutral. *

   Could be argued that most non-humans like the Faerry do some form
   of basic magic thus they would not be too tolerated.

THE ZEN'DA
   Notes: Hunters, herders and raiders on the large plain.
      "The Zen'da are shamanistic and animistic.  They worship Elder
       forces, especially animal spirits, the sky and the wind.
       unfirneldy to outsiders unless spoken for shamans."

  Allies:  Noya'bova are tributary allies of L'p'nth.
  Enemies: Kazi (Western Zenda); Sarghut, Humagi, Helva (Eastern), 

  Magic: Shamanism accepted, other forms probably not.
  Non-Humans: Neutral but suspicious

  Based on comments above they worship elder forces so probably would
  accept non-humans but their personality is such they would not respect
  outsiders unless spoken for by a insider.
