I don't understand the question.  The percentile rates are correct for the
2d10 bell curve.

ARe you saying that for making joe average the range should be tighter (say
7-15, centered on 11), or that players should use a modified percentile
curve such that it centers on 15 (since for players you don't want to play
joe average and if you are going to allow rerolls why not just eliminate the
step).

After making the percentile roll, you then apply the racial/sex modifiers.

You could even make a "low shifted" table.  Normally players roll on the
standard "middle" table.  They may, at their option, roll an attribute on
the "high" table, but must then roll some other attribute on the "low"
table.  :}
