I figured out a basic cost of living scale, similar to that used in
RuneQuest.  When dealing with "downtime" they got 1 or 2 points per day
(which assumed they did nothing but study or train).  They still had to
cover their living expenses.  So a profitable raid could allow them some
training time, but eventually they had to go work again.

The best answer to the sit and study characters is to allow them to, but to
have things going on in the game that they miss out on or something
interrupts them.

The costs alone make a person go out and at least earn a living.  What other
ideas do you have?

Most definitely...ask away. I use mostly hybrid systems so I won't be able
