Yeah, basically that is correct! The difference between EL 1 and EL 8 means
a lot, though, since the higher EL archer has a 7% better chance of a deadly
hit, which is a great increase, and on top of that, he is capable of
inflicting more damage on severe and deadly hits. But your prowess in melee
fights (your CEL) does not increase your accuracy in long distance shooting:
the only important things are the weapon you're using, how good you are in
using it (EL) and distance.
See also p.6 in book 2, 1.51: "Missile Fire is resolved using the Combat
Table. The Line that the firer will use is determined by the Range and the
weapon that he is using. The roll is modified by the firer's EL and other
factors."
These "other factors" include situation modifiers, night fire and
concealment, but not OCV.
